Last week the Obama administration announced changes to an existing mortgage relief program that aims to make it easier for underwater borrowers to refinance their property. Lending giants Fannie Mae and Freddy Mac have agreed to ease the terms of the program that allows homeowners who have kept up on their payments but have been unable to refinance their mortgages.
Previously, the Home Affordable Refinance Program (HARP) allowed only borrowers who fit very specific requirements to completely refinance their homes and receive a new mortgage with new terms and lower interest rates and monthly payments. HARP was originally an option only to those borrowers whose:
- Mortgage payments are current (no more than 30 days late in the last 12 months)
- Homes whose values have decreased
- First mortgage does not exceed 125% of the property’s current market value
- Mortgage is backed by Freddie Mac or Fannie Mae
The Federal Housing Finance Agency announced that it was eliminating the cap prohibiting homeowners whose mortgages exceeded 125% of their property’s value from refinancing. It is also campaigning for homeowners to agree to shorter-term loans and attempting to enroll more banks into the program.
Regarding the changes, President Obama remarked that the lower rates are intended to save homeowners money and get them spending on Main Street again.
The hope is that if enough people save on lower monthly payments, those savings might help boost the economy. The administration predicts homeowners will save up to $2,500 per household each year under the revised refinancing program.
Critics of the program, including House Financial Services Committee Chairman Spencer Bachus, are less optimistic, citing that the move will create great burden for taxpayers.
Director of the Federal Housing Finance Agency Edward DeMarco admits that the changes are not engineered as a solution to the housing problem. Some 11 million Americans are currently underwater, owing more on their homes than they are worth. The expanded program will possibly help another 600,000 to one million borrowers, according to one lawmaker. Since its unveiling in March 2009, HARP has helped fewer than 895,000 borrowers – a stark contrast to the 5 million homeowners the administration predicted would benefit from the program. The expansion aims to double the figure of households refinanced under HARP.
Economists seem to agree that bolder steps are necessary to aid the housing market’s recovery. In a recent column, former U.S. Treasury Secretary Lawrence Summers suggested that independent regulators may be the key to a full economic recovery for the US.
